Frequently Asked Qustions
Q: What is InComm’s role in the COAM Gift Card Program?
A: InComm works closely with the Georgia Lottery Corporation (GLC) and state officials to support compliant, traceable COAM prize redemption through gift card solutions. InComm piloted the original COAM Gift Card and helped establish it as a reputable, widely adopted redemption option for licensed operators, locations, and players. The program reflects InComm’s role as an experienced payments partner operating within Georgia’s regulated COAM environment.
Q: What is the role of InComm’s brokers?
A: Lunex, UGO Hub, and YNLO are authorized resellers of InComm gift card products, also referred to as brokers. InComm uses this broker network to onboard locations efficiently, support timely installations, and serve more than 4,500 locations. Each broker maintains a direct relationship with the locations issuing gift cards and is responsible for credit limits, installation, training, and access to COAM gift card reporting portals. Broker contact information and training guides are provided at the end of this FAQ.
Q: What type of gift cards are allowed as COAM Prizes?
A: Effective July 1, 2026, HB 353 permits both nonreloadable and reloadable gift cards as prizes for Class A and Class B COAM machines. Gift cards may be open loop or closed loop, with load ranges, activation fees, and features determined by the issuing bank and program manager.
Q: What kind of gift card does InComm offer?
A: InComm’s first product for the Georgia COAM Gift Card Program was the GLC-branded COAM Gift Card. Today, the PrizePay prepaid Mastercard is widely issued by licensed locations across Georgia. InComm plans to introduce additional gift card products in the Georgia market in mid-September 2026, including SkillPay prepaid Mastercard, digital PrizePay, and digital closed-loop gift cards.
Anonymous, nonreloadable gift cards alone are a fully compliant, standalone redemption option under HB 353.
Q: How can gift card value be loaded — and who is authorized to do it?
A: COAM gift cards may be loaded only with value won through successful play at the licensed location; outside deposits are not permitted. Authorized loaders include the location licensee, authorized employees, or an approved self-service redemption kiosk. Once loaded, cards may be used on- or off-premises anywhere they are accepted for lawful purchases of goods or services in the United States and the District of Columbia.
Q: How can I obtain COAM Gift Card transaction reports?
A: InComm’s brokers provide reporting portals for location owners and master license holders. Locations can view real-time transaction reports, invoices, and historical activity. Master license holders can access management-level reporting across their locations. For login credentials or support, contact your assigned broker’s customer support team or call 470-567-COAM.
Q: Can players use COAM gift cards to buy alcohol, tobacco, or firearms?
A: Yes. HB 353 removed prior purchase restrictions. COAM gift cards may be used for any goods or services the player is legally permitted to purchase, including alcohol, tobacco, firearms, and ATM withdrawals. The award of a gift card qualifies as the lawful in-store redemption under Georgia law.
Q: Where can I find official Georgia Lottery Corporation guidance and updates?
A: The GLC publishes official rules, regulations, and program updates at www.gacoam.com. Select the Documents tab and review COAM Communications for current guidance. For direct support, contact the COAM Retailer Services Helpline at 1-800-746-8546. Licensed operators and locations should also understand applicable state and county legislation governing COAM operations.
Q: Where can I find state legislation & laws pertaining to COAM?
A: State laws and bills are available at https://www.legis.ga.gov/. COAM prize redemption changes are addressed in HB 353, which can be downloaded here: https://share.google/DzGsyP2SGRRovKgwL.
If you have questions about GLC regulations or state legislation, consult qualified legal counsel for guidance specific to your operations.
