Q: What is the compliance deadline and what happens if my location isn't ready?
A: July 1, 2026 is the mandatory compliance date for all Georgia COAM locations. After that date, only authorized prize redemption methods are permitted by machine class. Class B locations that continue offering unauthorized redemptions — including cash payouts — face enforcement action and administrative penalties under O.C.G.A. § 16-12-35 and Georgia Lottery Corporation Rules. Begin preparing now to avoid operational disruptions.
Q: Are gift cards currently a legal form of COAM prize redemption, or do I have to wait until July 2026?
A: Gift cards are legal for COAM prize redemption right now. HB 353 authorizes nonreloadable gift cards for both Class A and Class B machines immediately — no need to participate in the prior GLC pilot program. July 2026 is when gift cards become mandatory as part of the exclusive approved redemption methods. Early adoption is voluntary, fully lawful, and puts your Georgia COAM location ahead of compliance.
Q:What are the only authorized redemption methods for Class B machines after July 1, 2026?
A:After July 1, 2026, Class B COAM locations may only offer replays, Georgia Lottery products, nonreloadable gift cards, and reloadable gift cards. Cash payouts and all other forms of redemption are prohibited and subject to GLC enforcement. Offering lottery products, gift cards, or both is at the sole discretion of the business owner — neither is required over the other. Anonymous, nonreloadable gift cards alone are a fully compliant, standalone redemption option under HB 353.
Q: How can gift card value be loaded — and who is authorized to do it?
A: COAM gift cards may only be loaded with value won through successful play at your location — outside deposits are not permitted. Authorized loaders include the location licensee, their employees, or an approved self-service redemption kiosk. Once loaded, cards can be used on- or off-premises anywhere they are accepted across the United States and District of Columbia.
Q: Can players use COAM gift cards to buy alcohol, tobacco, or firearms?
A: Yes. HB 353 explicitly removed prior purchase restrictions. COAM gift cards may now be used for any goods or services a player is legally entitled to purchase — including alcohol, tobacco, and firearms. The award of a gift card constitutes lawful in-store redemption under Georgia law. One restriction remains: gift cards cannot be exchanged for cash, change, or currency per O.C.G.A. § 50-27-71.1(b).
